Is light travel or not?

So question is light traveling not not if older theory on light trvel in the form of energy packets of photons.in the speed of 3 lakh kilometres per second in vaccum. But i think as per the partical theoy if partical theory is true so everything is made from particals and no one space is rest from partical it means if we going on a atomic level of any atom we see that the in atom at at atomic level other than the fundamental particals like protons, neutron's and electrons present in every atom but in between the electrons and nucleus of atom some others particles present in this space. so theory is as per particle theory a light is energy and whole universe filled with the particles so no space to its trvel from their position but if light is a energy so this energy is just pass their energy one particle to another particle but this particle is not changing their position its just transferred energy . it's only possible when particle theory is right . for example:- if we seen the goods train in a stationary position and whole train is ad a behave like a particle in universe and engine is aa a energy source and when engine apply a force or energy to its bogie then the engine is not changing their position but energy transfer from its first bogie to its last one .
